I do not believe that the quoted criteria is relevant here as it's not part of the Default application functionality list.
Whilst i do agree that it's annoying, I don't think that is worthy of being a Blocker.
Annoying, but it looks like it can be fixed post release. I wouldn't block on it.
This has been broken for several releases already for KDE, now it's broken for GNOME as well. Very annoying, but not violating any of our criteria.

Discussed at the 2025-09-15 (blocker / freeze exception) review meeting:
This bug does not meet the blocker criteria, but it is very annoying and would be good to ensure it is fixed on the Final Workstation live if possible. Therefore, it has been accepted as a FreezeException. It has been present in KDE for a long time and is not blocking in that environment.
