I was never able to reproduce this. It has be conditional somehow.

A more matching criterion is probably this one, we tend to consider the overview as part of the panel, I think (although it would be better to have a specific criterion for it): https://fedoraproject.org/wiki/Fedora_43_Final_Release_Criteria#Default_panel_functionality
But I still think this doesn't violate it. Partly because we are not saying where keyboard focus must be, and partly because this seems to be quite rare, hard to reproduce.
Although it should classify as a blocker since it impacts visually impaired users.
I'll refrain from voting on FinalBlocker, as I don't know how seriously it affects the blind users. A fix is already available upstream, and the upstream change looks easily to backport to F43.

Discussed at the 2025-09-29 (blocker / freeze exception) review meeting:
This bug is rejected as it doesn't seem straightforwardly reproducible, as confirmed by several testers. It is not considered severe enough to block the release. Note that it is already accepted as a Freeze Exception, and the fix is tested and will be included regardless.
