At this point, there's no info why this is needed or what app it breaks.

The provided simple test and the linked upstream MR both look sufficient to me.
By the way, newer (2.44.x) gdk-pixbuf2 also fixes gif animations and some memory leaks. (And of course also fixes Simple Scan, but there's another blocker ticket about that one.)

Like Kamil pointed out above, there's indeed not enough information on what blocking apps are affected to say whether it qualifies even for FreezeException. (Adam notes a list of blocking apps here: https://bugzilla.redhat.com/show_bug.cgi?id=2388961#c4)
No blocking apps provided makes me not see this as a final blocker, and I don't really see why this can't just be fixed as a 0 day updated.

There's still been no clear rationale for why this bug as described would justify a freeze exception. We will reconsider this decision if any such justification appears.
