It Seems Chris Murphy is having this only on an Intel NUC and with Fedora-Server-dvd-x86_64-43-20250930.n.0.iso.
I spy a link that needs to be updated in the criteria. Looking at the virtualization page I don't see anything about UEFI. I think virt-manager and Boxes both still default to BIOS. This also sounds like it might be hardware specific.

@nielsenb GNOME Boxes actually tries to detect the OS, often going for UEFI. (And virt-manager already is investigating moving to UEFI for default: https://github.com/virt-manager/virt-manager/issues/757)
