actually, I'd say this one is better:
"If an initial setup utility is run or intended to be run after the first boot of the installed system, then it must start successfully and each page or panel of the initial setup utility should withstand a basic functionality test."
Per the upstream discussion, I think the accurate characterization of this bug is "anything you do in g-i-s which should be saved to the user's settings (not systemwide settings) will fail". Is this right, @catanzaro ?
