It doesn't seem to directly violate the quoted criterion, and it also doesn't appear to be regression. It would surely be better to have the full filesystem tree mounted, instead of just root, but it doesn't seem to be a blocker at this point.

well, it depends how you read "must...be able to detect and mount any installation performed according to the applicable criteria". Does only mounting root count as "mount[ing] [the] installation"? Hmm.
We're not actually sure whether it's a regression yet, I initially guessed it wasn't but that guess was based a wrong reading of the code. It would be useful to test and establish whether it was broken in other recent releases in fact.
Well, I sort of understand why mounting only the root device would be an advantage.
I find the cited criteria a little nebulous. It says "be able to detect and mount", not "are mounted automatically".
Unfortunately I can't figure out how to get the recovery in a VM, so I can't say if this is a regression.
