I think this should be a blocker, but I'm not sure if we consider the current criteria to be "close enough" (I think it's borderline, with a clear intent that bugs like these should be covered). We can create a specific i18n criterion, if people think the current criteria are not sufficient.

Oh, there's also this additional criterion:
"Any installer mechanism for resizing storage volumes must correctly attempt the requested operation. "
