I'm the reporter and the one who proposed this a blocker, I haven't been able to reproduce it. I wouldn't block on something this intermittent.

Discussed in a blocker review meeting [1] on 2026-03-09. The outcome was:
!agreed 2442689 - RejectedBlocker (Final) - this is a bit worrying, but for now it does not seem reproducible, openQA tests don't seem to be hitting it. We don't have any clear indication there's a regularly-encountered issue that breaks the first boot flow
