Runs afoul of the Installing, removing and updating software base criteria. The container image is release blocking.

This seems to only reproduce in buildah now. In the default podman shell the locale is set to C.UTF-8

I tested in toolbox (which is the only blocking container) and I don't see any dnf crash there.

Discussed in a blocker review meeting [1] on 2026-03-09. The outcome was:
