The decision to delay the classification of this as a blocker bug was made as we would likely vote to accept this if it was reproducible, but no-one in the meeting can reproduce it. We will ask the reporter to test with latest packages and try to get more info if they can still produce the crash.

The issue looks to be specific to my system as of now, but it was a straightforward upgrade from a working F33 system so others might be affected by it as well. I am not sure how many people actually use more than one keyboard layout and use that particular section of Settings app and hence how many reports we will get for this.
I was able to resolve it by doing a dconf reset -f /, though i lost my customizations/settings.
So If it seems appropriate, a known issue note may be added in release notes for this.
