Fedora Beta does not need this change, RHEL 10 does. And I've been told by @sgallagh that RHEL 10 will now take packages that are submitted to stable, regardless the freeze, so the exception is not needed.

As @churchyard says, this is intended for RHEL 9 whose development is currently syncing from Fedora 34 (ELN is actually a red herring here; it's off in the mystical RHEL 10 future now). We have changed the sync process so that f34-updates-testing-pending is sufficient to bring it across, so this is not needed for F34 and it's unnecessary to introduce (low) potential risk to the Beta.
