The cited criterion in https://bugzilla.redhat.com/show_bug.cgi?id=2007102#c2 talks about system installation, not installing a package. So far I'm not convinced it's even a bug. Even if it were, and if Workstation folks would want this functionality fixed before F35 release, I don't think this would be a Beta blocker. Installing packages through dnf/gnome-software works fine.
