I'd like to see someone else confirming the bug first, before we accept it as a blocker. With VMs, there are all sorts of configuration issues which can influence this, an additional confirmation would be very helpful. Ping @lbrabec @frantisekz or anyone else currently running F33.
I can't reproduce this. I've created an UEFI based vm through virt-manager, boots and works just fine ( Fedora-Workstation-Live-x86_64-33-20200901.n.0.iso ).
@lruzicka how did you create the vm? Virt-manager? Boxes?

I've tried QXL, virtio and virtio-3d (gl enabled).
Only virtio with gl enabled is failing in a way @lruzicka describes, but that's not default and known problem for a while (I can dig up tickets, both in bugzilla and upstream mesa if you want).
I created it using virt-manager. The QXL does not work at all on my machine - I even cannot choose it. It worked before the upgrade on Fedora 32. It still works on my other Fedora 32. Just the Fedora 33 has problems.

@frantisekz @lruzicka Guys, can you please distinguish technical discussion from a blocker review discussion? Anything technical (debugging, reproducers, etc) should go to Bugzilla. Anything criteria-related should go here. Thanks!
Maybe CC me in the actual bugzilla next time instead of here :) ?
My comment was blocker review-related. But I'll give you a reminder next time that debugging should go to bugzilla.
Forget about it! After closely examining the packages I realized that my system was a mixture of rawhide packages and F33 packages. After doing dnf distrosync I lost several crucial packages and sent the system down. I will need to reinstall and then it will probably work again. Unproposing the bug.
dnf distrosync
