This clearly fails the basic functionality criterion.
I agree, this feels like basic broken functionality.
well, it's not actually 'empty', it's just bigger than the screen. Only affects KDE at low resolution (1024x768 or lower), and you can quite easily resize the window and find the controls.

The decision to classify this bug as a "RejectedBlocker (Final)" was made as it only affects fairly specific cases (KDE at lower resolutions) and is easy enough to workaround by resizing the window; we feel documenting that would be sufficient for release.
