It would be good to fix this ASAP as it looks like we won't be easily able to fix the problem once it's happened, people will need to do it manually. So we should ensure as few people are affected as possible.

I don't see an identified criterion for the blocker proposal, though. I guess missing dictionaries could be considered a basic functionality failure, but if you can just install them again, it seems a bit harsh to block the release over that.
