BetaFE +1
The provided fix does not fix the issue for me, but I would be happy if that functionality worked. I vote for the fix being FE in general, but only on condition that it really will work, which I cannot confirm right now having not received the function to work on my laptop.
Fix doesn't seem to work, I believe we still have plenty of time to include even more invasive fix (if that turns out to be the case).
Oh well :( Sorry for requesting a FE without testing the fix myself first.
I'm about to submit the 3.37.92 megaupdate that includes new gnome-shell as well. Let's see if this works any better. I'll just let the megaupdate obsolete the older (non-working) targeted fix then as it doesn't seem to improve screen recording anyway.
Reading the latest comments in the bugzilla ticket (why does the FE process now have two tickets?), looks like it needs a new gnome-settings-daemon that missed the beta freeze. I can edit it into the gnome-shell update and wait with the .92 megaupdate, if it's better that way. Any opinions here?
Let's hope the final fix will not be too invasive.
That's +5, so marking as:

@kalev The idea is that Bugzilla can be used for technical discussion and these blocker-review tickets can be used to discuss whether we want to accept/reject a blocker/FE and why. It also gives us the opportunity to deal with stuff faster instead of waiting for the weekly blocker review meeting and shorten the overall meeting length.
