A quick example: BetaBlocker +1 (where the tracker name is one of BetaBlocker/FinalBlocker/BetaFE/FinalFE/0Day/PreviousRelease and the vote is one of +1/0/-1)

Reasons:
a) This is very a nitpicky scenario. Setting wallpapers through gnome settings works fine. Navigating into /usr/somewhere folder manually in Nautilus and doing it from there is... quite uncommon. Can be easily fixed in updates.
b) The fix is part of a full GNOME update with 23 builds. I'm not sure if we can pull just Nautilus from it and push it stable. Can we, @adamwill? But even if we could, it would require retesting as just a standalone update, and I don't think it's worth it right now.

The decision to classify this bug as a "RejectedFreezeException (Final)" was made as this seems like a small enough issue that it's better to fix it as an update, especially since the current submitted update is a large one that includes many other packages.
