I have to say this is dramatically impacting my ability report bugs. Because even most third-party screen-recording tools rely on the integrated recording capability of gnome-shell, i.e. screen recording is almost fully broken.

That said, this case a bit tricky. We have this criterion
https://fedoraproject.org/wiki/Fedora_37_Final_Release_Criteria#Default_application_functionality
but this is not exactly an application, it's an integrated feature which has a menu icon exposed in the Activities overview, if you type "screenshot" (or "screen", etc). But it's not listed among all applications in the bottom half, only in search. You can also trigger it by pressing PrintScreen. So does it fall under that criterion, or not? Hard to say.
We also have:
https://fedoraproject.org/wiki/Fedora_37_Final_Release_Criteria#Default_panel_functionality
but that seems even further fetched.

FinalBlocker 0

I believe that this is quite an important feature of Gnome and I do not want this to go broken.

FinalBlocker +1

AGREED AcceptedFinalBlocker

Discussed during the 2022-08-22 blocker review meeting: [0]

The decision to classify this bug as an "AcceptedBlocker (Beta)" was made as it violates the following criterion:

"All elements of the default panel (or equivalent) configuration in all release-blocking desktops must function correctly in typical use", on the basis it shows an icon in the panel when you trigger a recording.
