I agree that this violates ""Release-blocking live images must boot to the expected boot menu, and then to a desktop or to a login prompt where it is clear how to log in to a desktop"", because without intervention that's not what happens: it boots to an error. You have to manually change to a different boot option for the image to actually boot.
