We have this criterion: https://fedoraproject.org/wiki/Fedora_37_Final_Release_Criteria#Dual_monitor_setup and this one: https://fedoraproject.org/wiki/Fedora_37_Final_Release_Criteria#Default_application_functionality
The graphical output is shown on both monitors, and we can argue about the meaning of "correctly". Similarly for Settings, it's a bit hard to define basic functionality, because there are numerous sections, and in each section, usually just the most important options are present - so most options feel as basic ones.
But overall, with the combination of both criteria, and given how many people use multiple displays these days, being able to set the primary one seems to be a required functionality, to me.

I am affected by the bug and I could not have imagined how painful it is not to have the main screen on the main monitor.
