See the upstream bug report for my feedback. This doesn't seem to be a general issue. I'll wait a while for some developer commentary before voting on this.
Based on discussion in the upstream issue I'm not even sure that this is a bug.

It seems that the PDF in question wasn't created correctly, which is unfortunately very often the case for non-english languages :-(
