IIRC, FTBFS/FTI issues should easily qualify for FEs, since these are things that are being fixed as a result of development fallout.
Yeah, in general we accept FTI as FE on principle, just so the repos are clean and upgrades work ASAP, and on the basis that things can't really get worse than "fails to install" so the risk is low.
