I agree this should probably be a blocker, are we trying to say it violates the (artwork criteria)[https://fedoraproject.org/wiki/Fedora_37_Final_Release_Criteria#Artwork] or perhaps (default panel)[https://fedoraproject.org/wiki/Fedora_37_Final_Release_Criteria#Default_panel_functionality]?

yeah, I think if we want to make it a blocker we'd have to crowbar it in under the "The proposed final Fedora artwork must be included and used as the background on release-blocking desktops. All Fedora artwork visible in critical path actions on release-blocking desktops must be consistent with the proposed final theme" criterion.

The decision to delay the classification of this as a blocker bug and accept it as an "AcceptedFreezeException (Final)" was made as we agreed the justification for taking this as a blocker is quite weak, and it shouldn't be necessary to consider it as the fix is already prepared. We grant it a freeze exception just in case the update doesn't make it stable before Final freeze.

The workstation team should make a statement whether they consider this a blocker. Without any input from the workstation team, I'd personally vote 0 or -1 to the final blocker. Doesn't seem to hit our criteria and doesn't seem to be an essential part of the desktop.
