Although I am open to a compelling argument that this is not "basic functionality" (I think it is, but I could be convinced otherwise)
Merging contacts together seems basic enough to me.

I don't think this is basic functionality. A contact manager can work without it. It is nice to have. You can bring up the contact manager, play around, show it off without ever noticing this -- it's not an instant brown-paper-bag-over-head embarrassment.
If we read this criterion expansively, it's easy for it to grow in scope until we're doing the fundamental QA for the applications themselves.
Also: seems fixable with a post-release update.
It's hard to decide where to draw the line on basic functionality, but I'd say this should probably count. The button is big and visible and it doesn't work at all. It just doesn't meet our normal quality standards.

Basic contact editing works, and I think that's satisfactory. At the same time, yes, the Link button is very visible and promoted. If I had to vote, I might lean towards -1.

No, we don't block on missing features (well, if the "add new contact" feature was missing, we might block on that one), in general. We only block on offered features which are deemed basic functionality and don't work.
Let's re-discuss this here or at the next blocker review meeting, if people feel the acceptance was a mistake?
