When a discussion link doesn't exist yet (due to Pagure issues, etc), BBA UI still shows a Vote! label, but with an invalid link, e.g. https://qa.fedoraproject.org/blockerbugs/milestone/34/beta/None (as reported in #173).

Please improve the UI in this case. Don't display Vote! with a broken link. Instead, show something like TBD or Not ready yet or Come back later or something like that, without any link.
