as per https://bugzilla.redhat.com/show_bug.cgi?id=1122081 , anne mulhern was unable to 'convert' an issue from being nominated as a blocker to being nominated as an FE - it wound up being nominated as both. it should be possible to convert among all possible states. "nominated as both" is technically viable, but should probably be simplified to "nominated as blocker", because we usually consider blockers as FEs if we reject them as blockers. so we probably only need two states.
I'm not against the idea but I also think it would take a decent amount of effort to implement. With the other projects that we have going on right now, I'm not sure that the enhancement is needed enough to justify taking people off Taskotron to work on this feature.
Once rhbz is emitting fedmsgs, we'll be doing some heavy refactoring of the blockerbugs app and that might be a better time to add a large-ish new feature like this.
That being said, I'm open to counter arguments on why this would be worth working on in the near future.
