Issue #27: fix setup.py so that blockerbugs runs after rpm install without needing modification - blockerbugs

Currently, when blockerbugs is installed as rpm, the blockerbugs command doesn't work because it wants to have pytest installed.

Fix the setup.py so that the blockerbugs command works right after installation.
