This reverts commit 9f64111532968e0800618fbbcd7f2c17166a4238.
This is needed because the versions of libpagure in f30 currently
don't have support for specifying tags when creating an issue.

also the new versions of libpagure don't work so we can't just move to the new version: https://bugzilla.redhat.com/show_bug.cgi?id=1739685
